“The agreement is not ratified on the part of Armenia”, four parliamentary parties issue statement.
- On December 23, 2013 an extraordinary session of the Parliament was to be convened to vote the agreement signed on December 2, in Yerevan between the governments of Armenia and the Russian Federation concerning the trade of shares to of ArmRusGazart Ltd. and the terms of its future activities.
- During the voting the Speaker of the Parliament, Hovik Abrahamyan announced that the system of electronic voting wasn’t working and that the voting would take place according to Art. 61 par. 2 of the Rules of Procedure of the Parliament according to which if there is a breakdown of the system, the Returning Commission counts the votes.
- According to Art. 24 par. 5 of the Rules of Procedure the decisions of the Returning Commission are adopted by the majority vote of its members meaning that at least four members out of the seven have to be in favor. The outcome of the voting must be confirmed by the Returning Commission in accordance to the rules about law adoption.
- The members included in the Returning Commission of the fourth session of the Parliament’s fifth convocation are: Sukyas Avetisyan (Republican Party – HHK), Tadjat Vartapetyan (Republican Party – HHK), Ishkhan Khachatryan (Rule of Law Party – OEK), Tigran Urikhanyan (Prosperous Armenia Party – BHK), Lyudmila Sargsyan (Armenian National Congress Party – HAK), Artsvik Minasyan (ARF-D), Tevan Boghosyan (Heritage Party).
- On December 23, 2013 the Returning Commission didn’t take any decision and didn’t register the outcome of the voting as prescribed in the Rules of Procedure. Four of the seven members of the Commission, Tigran Urikhanyan (Prosperous Armenia Party – BHK), Lyudmila Sargsyan (Armenian National Congress Party – HAK), Artsvik Minasyan (ARF-D), Tevan Boghosyan (Heritage Party) didn’t take part at of the proceedings foreseen by either Art. 61 par. 2 or Art. 24 of the Rules of Procedure of the Parliament.
- Therefore at the December 23, 2013 extraordinary session of the Parliament no decision was adopted about the agreement signed between the governments of Armenia and the Russian Federation concerning the trade of shares to ArmRusGazart Ltd. and the terms of its future activities.
